The short version
- Feed mills must calculate annual effluent discharge by destination for the previous calendar year.
- Effluent quantities must be split into freshwater and other water categories based on total dissolved solids.
- Certified facilities must implement a documented Effluent Management Plan embedded in the Appendix 7 Risk Management Framework.
Responsible effluent management under ASC Feed Standard
The Aquaculture Stewardship Council established mandatory operational effluent rules under Criterion 1.20 in version 1.2 of the ASC Feed Standard. This affects quality managers, compliance leads and environmental management personnel at certified feed manufacturing facilities. Feed manufacturers must ensure responsible treatment and disposal of effluents to prevent contamination of receiving water bodies and soil. Conformity Assessment Body auditors verify these measures during initial and annual surveillance audits.
The scope of Criterion 1.20 applies across the entire Unit of Certification from ingredient receiving through processing to final product dispatch. In addition, effluent management requirements extend to employee accommodation provided by the feed mill under Criterion 1.14. Failing to implement required effluent handling procedures or maintain calculation records indicates a dysfunctional quality management system.
Auditors evaluate physical treatment infrastructure, legal operating permits and discharge measurement logs to verify full compliance. Where local authorities mandate specific water discharge limits or operating authorisations, feed mills must maintain full legal compliance under Criterion 1.17 and Criterion 1.1. Feed mills must also ensure that wastewater treatment plant operators possess verified legal competencies where required by local legislation.
Calculating effluent discharge volumes
Indicator 1.20.1 mandates that feed manufacturers calculate annual effluent discharge using the standardized methodology in Appendix 2, Section A2. The calculation covers the previous calendar year from 1 January to 31 December across all manufacturing processes. Facilities must list all effluent by destination, separated into freshwater with total dissolved solids up to one thousand milligrams per litre and other water with total dissolved solids exceeding one thousand milligrams per litre.
The calculation must sum discharged quantities in megalitres across four specific destination categories:
- Municipal treatment facilities: Discharges are directed into public or third-party municipal sewerage and wastewater treatment networks.
- Surface water: Discharges are released into natural surface water bodies including wetlands, rivers, streams and lakes.
- Ground water: Wastewater is discharged directly into sub-surface ground water systems or infiltration basins.
- Seawater: Discharges are released into coastal marine environments or estuarine waters.
The total effluent calculation must include all incidences of accidental spills or uncontained operational discharges. Effluents transferred to third-party municipal treatment plants must be included in reported volumes. Where precise measuring devices are unavailable, feed mills are permitted to estimate discharge quantities. Under Indicator 1.20.2, feed mills report annual effluent discharge data per site to the Aquaculture Stewardship Council using official data submission procedures.
Developing an Effluent Management Plan
Indicator 1.20.3 requires feed manufacturers to develop and implement a documented Effluent Management Plan. The plan aims to reduce negative impacts on receiving waters in terms of aquatic ecosystems and human health. Under footnote 54, the Effluent Management Plan must be embedded within the Risk Management Framework detailed in Appendix 7. The predefined risk factor evaluates whether the facility contributes to water supply problems or pollution from substances of concern and accidental spills.
The plan must establish operational measures across four core operational areas:
- Wastewater separation: Facilities must separate and recover operational wastewater streams prior to treatment or disposal.
- Suitable effluent treatment: Feed mills must implement biological, chemical or mixed treatment methods to prevent harm to surrounding waterbodies and human health.
- Spill prevention and response: Operating procedures must incorporate physical containment controls and emergency response measures to manage chemical or material spills.
- Bad practice elimination: Facilities must eliminate bad practices such as discharging untreated pollutants or allowing surface litter to wash off site premises.
Audit verification and site inspections
During third-party certification assessments, auditors evaluate physical infrastructure, operating permits and analytical test records. Auditors inspect wastewater treatment zones, treatment methodologies and final discharge release points during site walkthroughs. Where facilities operate an on-site treatment plant, auditors verify legal operating authorisations and confirm that plant operators hold legally required qualifications.
Auditors review analytical test reports to confirm compliance with biological, physical and chemical parameters mandated by legal permits. In addition, auditors cross-reference discharge calculations between quality, environmental and production departments to ensure data consistency. Implementing an abatement plan that tracks effluent volumes relative to production tonnage demonstrates continuous operational improvement.
What to do now
- Audit discharge points: Identify every effluent discharge point across processing areas, receiving bays and worker accommodation to map wastewater destinations.
- Reconcile annual effluent data: Calculate total effluent discharge in megalitres per destination for the previous calendar year following Appendix 2, Section A2.
- Formalise the Effluent Management Plan: Align the Effluent Management Plan with the Appendix 7 Risk Management Framework, incorporating spill response procedures and wastewater treatment measures.
- Verify legal authorisations: Check that on-site wastewater treatment plant operating permits, operator qualification certificates and effluent testing records are up to date.
