The short version
- Conformity Assessment Bodies must apply MSC Fisheries Standard v3.0 to all existing certified fisheries by 1 November 2028.
- Transition assessments evaluate only Performance Indicators that changed, identified in Column G of the Change Tracker Report.
- On-site audits are mandatory for transition assessments and require sixty days of public stakeholder consultation on draft reports.
- Open conditions from version 2.01 must be evaluated and rewritten if the original formulation cannot deliver SG80 outcomes.
What the transition requirement is, and why it exists
The Marine Stewardship Council published MSC Fisheries Standard v3.0 on 26 October 2022 following a comprehensive global standard review. To ensure that certified wild-capture fisheries reflect current ocean science and international best practice, all certified entities must transition from MSC Fisheries Standard v2.01 to version 3.0. Under Section 7.32 of the MSC Fisheries Certification Process v3.0, any Unit of Certification certified against a version published prior to version 3.0 must achieve certification against version 3.0 by 1 November 2028.
This requirement applies directly to fishery certificate holders, client groups, quality managers, compliance leads, and accredited Conformity Assessment Bodies. Transitioning to the updated standard requires a structured evaluation of fishery performance across target stocks, ecosystem impacts, and management systems. Establishing compliance safeguards target stock sustainability, reduces marine ecosystem impacts, and maintains global market access for certified seafood products.
Implementation timelines and assessment pathways
Implementation timeframes governed by MSC Fisheries Standard v3.0 and MSC Fisheries Certification Process v3.0 establish clear transition milestones. Conformity Assessment Bodies must conduct any initial assessment announced on or after 1 May 2023 against version 3.0. Furthermore, all reassessments announced on or after 1 November 2025 must conform strictly to version 3.0.
For existing certified fisheries with certificates expiring after 1 November 2028, Conformity Assessment Bodies must select one of two formal pathways under clause 7.32.1. The assessor must either apply Annex PE to execute a dedicated transition assessment by 1 November 2028, or announce a full reassessment against version 3.0 no later than nine months prior to 1 November 2028. Under clause 7.32.2, if the assessor fails to apply clause 7.32.1 by 1 November 2028, the certificate must be suspended automatically until version 3.0 certification is achieved.
Requirement | What the auditor checks | Evidence to have ready
| --- | --- | --- |
Transition assessment initiation | Timely announcement of Annex PE transition assessment or full reassessment before cut-off deadlines | Formal announcement notification and indicative timeline uploaded to the MSC database
Scope declaration and vessel eligibility | Conformance with scope requirements, vessel inclusion rules, and mandatory labor eligibility disclosures | Completed MSC Scope Declaration template, updated vessel list, and forced and child labour reporting template
Scoped Performance Indicator evaluation | Re-scoring of all modified Performance Indicators marked with Y in Column G of the Change Tracker Report | Documented gap analysis mapping performance against revised scoring guideposts
Evaluation of open conditions | Progress against milestones and suitability of original condition action plans under the revised assessment tree | Milestone progress records, updated Client Action Plans, and peer-reviewed surveillance audit reports
Executing the gap analysis using the Change Tracker Report
A thorough gap analysis serves as the foundational preparation phase for any fishery transitioning to MSC Fisheries Standard v3.0. Internal auditors and compliance leads must compare current operational data against the updated standard requirements to identify scoring gaps before formal audit entry. The gap analysis focuses primarily on modified assessment components while verifying that existing operational controls meet revised scoring guideposts.
- Access the official Change Tracker Report – FS 2.01 to 3.0 to identify all Performance Indicators marked with Y in Column G.
- Map all current Unit of Assessment scoring elements against the revised core Principles, paying specific attention to structural changes in Principle 2.
- Apply the species categorisation decision tree in Figure SA3 of MSC Fisheries Standard v3.0 to reclassify all non-target species into In-scope species or ETP/OOS species.
- Review all open conditions set under version 2.01 to determine whether existing Client Action Plans and milestones can deliver SG80 outcomes under version 3.0.
- Document any secondary implications on non-marked Performance Indicators where reclassification creates knock-on scoring effects.
Reclassifying species under Principle 2 represents one of the most substantial operational adjustments in the gap analysis process. In version 2.01, Principle 2 evaluated primary species, secondary species, and ETP species separately. MSC Fisheries Standard v3.0 replaces these categories with In-scope species and ETP/OOS species, combining endangered, threatened, or protected species with out-of-scope taxa such as marine mammals, reptiles, birds, and amphibians.
Important: A transition assessment evaluates only Performance Indicators marked with Y in Column G of the Change Tracker Report, along with any indicators affected by direct knock-on implications.
Common finding: Internal auditors frequently fail to reclassify bycatch species under the Figure SA3 decision tree prior to audit entry, resulting in non-conformities when protected species are incorrectly scored as in-scope species.
Tip: Quality managers should complete the gap analysis during early preparation and share draft findings with the Conformity Assessment Body before the Announcement Comment Draft Report is finalized.
Example
A demersal trawl fishery certified under MSC Fisheries Standard v2.01 conducts a gap analysis prior to its transition assessment. Under version 2.01, two skate species taken as incidental catch were categorized as secondary species under Indicator 2.2.1. During the gap analysis, the internal auditor applies the species categorisation decision tree in Figure SA3 of MSC Fisheries Standard v3.0. The evaluation reveals that both skate species are listed on CITES Appendix 2 and classified as Endangered on the IUCN Red List.
Under clause SA3.1.4 of version 3.0, fish or invertebrate species listed on CITES Appendix 2 and IUCN Red List (EN) must be assigned to the ETP/OOS component unless the fishery meets specific modification criteria under clause SA3.1.4.3 regarding productivity, management tools, and stock status. The auditor verifies that the skates fail to meet the required stock status thresholds. Consequently, the fishery reclassifies both skate species as ETP/OOS species under Indicator 2.2.1, updates onboard logbooks, and revises its management strategy to demonstrate that trawl mortality does not hinder population recovery before the on-site audit.
Conducting the transition assessment and managing conditions
Conformity Assessment Bodies must execute transition assessments strictly in accordance with Annex PE of MSC Fisheries Certification Process v3.0. The assessor begins by uploading a public announcement and Announcement Comment Draft Report to the MSC database, triggering a mandatory sixty-day stakeholder consultation period under clause PE1.2.1.1. Under clause PE1.2.4, the assessment team must conduct the transition assessment on site, coordinating field activities with scheduled surveillance audits where feasible.
Assessment teams evaluate all Performance Indicators marked with Y in Column G of the Change Tracker Report against version 3.0 requirements. Where target stocks overlap with other Units of Assessment, the assessor must execute harmonisation procedures defined in Annex PB. Successful transition assessments result in a certificate that maintains the exact expiry date of the original fishery certificate under clause PE1.4.3.b.
Managing open conditions requires precise evaluation under clause PE1.2.5.5. The assessment team must determine whether existing conditions originally written under version 2.01 remain appropriate to deliver SG80 outcomes under version 3.0. If an existing condition is not appropriate to achieve SG80, the team must rewrite the condition against the version 3.0 assessment tree, while new conditions set during transition assessments may carry timeframes over into the next certificate cycle up to a maximum duration of five years.

Questions people ask
What is the deadline for fisheries to transition to MSC Fisheries Standard v3.0?
All existing certified fisheries must achieve certification against MSC Fisheries Standard v3.0 by 1 November 2028. Fisheries with certificates expiring after this date must either undergo a transition assessment under Annex PE or announce a full reassessment against version 3.0 at least nine months prior to 1 November 2028.
What happens if a fishery fails to complete its transition assessment by the 2028 deadline?
Under clause 7.32.2 of MSC Fisheries Certification Process v3.0, if a Conformity Assessment Body has not applied clause 7.32.1 by 1 November 2028, it must suspend the fishery certificate automatically. The suspension remains in force until the Unit of Certification achieves formal certification against MSC Fisheries Standard v3.0.
Are on-site audits mandatory for an MSC transition assessment?
Yes, clause PE1.2.4 mandates that Conformity Assessment Bodies must conduct transition assessments on site. Assessors should coordinate the on-site visit with regular surveillance audits or reassessment site visits to optimize operational efficiency.
How are existing open conditions handled during a transition assessment?
The assessment team evaluates whether existing open conditions are appropriate to deliver SG80 outcomes under the version 3.0 assessment tree. If the condition remains appropriate and progress is on target, it carries forward; if progress is inadequate, the assessor must withdraw the Unit of Assessment from the transition assessment.
Which Performance Indicators are evaluated during a transition assessment?
Transition assessments evaluate only the Performance Indicators marked with Y in Column G of the Change Tracker Report – FS 2.01 to 3.0. However, if changes in those marked indicators create direct knock-on implications for other Performance Indicators, the assessment team must evaluate those affected indicators as well.
