Managing Non-Conforming Feed and Product Recalls: Rules under ASC Feed Appendix 12

The short version

  • Feed mills must establish clear procedures for staff to identify, report, quarantine, and securely label potential non-conforming feed products.
  • When non-conforming product is detected, sales and dispatch of implicated ASC feed batches must cease immediately.
  • Feed mills are required to notify their Conformity Assessment Body and affected customers within two calendar days of detecting non-conforming product.
  • Implicated products must be downgraded, returned to suppliers, or repurposed, and all actions must be reflected in the Ingredient Accounting System.

Understanding Non-Conforming Product in Feed Manufacturing

Maintaining the integrity of certified aquafeed requires rapid identification and resolution when products fail to meet ASC Feed Standard requirements. Under Criterion 3.1 and Appendix 12, feed manufacturers must maintain written procedures to manage non-conforming feed, accidental mixing of production models, and supply chain discrepancies.

A non-conforming product scenario occurs whenever feed labeled or sold as ASC-conforming fails to meet standard criteria. Common triggers include accidental mixing of eligible and non-eligible ingredients during Segregation Model production, receipt of ingredients with invalid Chain of Custody certificates, or errors in Ingredient Accounting System volume calculations.

  1. Staff Awareness and Identification: All personnel involved in receiving, processing, quality control, and dispatch must be trained to recognize potential non-conformities. When a potential issue is spotted, staff must immediately report the finding to designated quality managers.
  2. Immediate Quarantine and Secure Storage: Implicated raw materials or finished feed remaining on site must be placed under immediate physical and administrative quarantine. Facilities must use clear physical signage, quarantine storage zones, or automated system locks in factory enterprise software to prevent unauthorized dispatch or processing.
  3. Immediate Actions and Cease-Sales Protocol: Upon detecting a non-conforming product issue, the feed mill must execute four mandatory immediate actions:
  4. Cease Sales and Dispatch: Immediately halt all sales, packaging, and dispatch of implicated batches under the Segregation or Mass Balance production models.
  5. Site Inventory Assessment: Audit all remaining warehouse inventory and work-in-progress batches to identify the full scope of affected material.
  6. Delivery Quarantine: Place incoming deliveries from implicated ingredient suppliers into quarantine until supply chain risk assessments are re-verified.
  7. Execute Product Recalls: If non-conforming product has already left the facility and entered distribution channels, initiate formal product recall procedures.
  8. The Two-Day Notification Requirement: Speed and transparency are critical when managing supply chain incidents. Appendix 12 enforces strict communication timelines:
  9. CAB Notification: The feed mill must formally notify its Conformity Assessment Body within two calendar days of detecting non-conforming product. The notification must detail the implicated lot or batch numbers, estimated volumes, and immediate corrective steps taken.
  10. Customer Notification: The feed mill must notify all customers who received implicated product batches within two calendar days of detection, clearly explaining potential impacts on feed claims and farm certification status.
  11. Product Downgrading, Relabeling, and Disposition: Feed mills must establish clear decision-making authority for resolving non-conforming inventory. Depending on the nature of the non-conformity, products may be:
  12. Downgraded from Segregation Production Model status to Mass Balance Production Model status if ingredient eligibility is verified.
  13. Downgraded from ASC-conforming status to standard non-ASC commercial feed.
  14. Diverted to non-aquafeed production, such as terrestrial livestock feed, provided local safety regulations permit.
  15. Returned directly to the raw material supplier. Prior to any re-allocation or sale, physical labels and electronic product records must be updated to reflect the new status.
  16. Root Cause Analysis and Ledger Adjustments To prevent recurring issues, management must perform a root cause analysis to identify the underlying operational or administrative failure. Corrective measures must be implemented, and records of all decisions, communications, and inventory adjustments must be retained for audit verification. Any changes to eligible ingredient volumes must be updated immediately in the Ingredient Accounting System ledger.
